The City of North Las Vegas Leadership Team includes the City Manager, Assistant City Managers, Chief of Staff, Chief Information Officer, Chief Financial Officer and others.
The Assistant City Managers oversee intergovernmental collaboration and coordination, legislative initiatives and strategies, as well as efforts made by the lobbyist and legislative team as directed by the City Manager. Additionally, the Assistant City Manager oversees Communications and Marketing, Economic and Business Development, and the North Las Vegas Library District.
Micaela Moore, City Manager
Micaela Moore was appointed City Manager/CEO of the City of North Las Vegas in April 2024, having served as the City Attorney/Chief Legal Officer since joining the City in 2017.
With the City recovering from an unprecedented period of financial and political crisis, joining the City of North Las Vegas presented Micaela with a once-in-a-lifetime opportunity to merge her wealth of experience in and passion for business transformation with her desire to serve the public good. Throughout her time at the City, Micaela has been part of the executive management team developing and implementing the strategic vision to restructure and fortify the City. Micaela played a lead role in bringing significant projects to fruition, including solving a decades-old problem to bring water to the 18,000 acre Apex Industrial Park, as well as forming and bonding a special improvement district to add sewer and road infrastructure to previously undeveloped land, all of which already attracted new industrial businesses with many jobs. The strategy of growing a new tax base helped resolve the City’s long-term financial challenges, stabilized city operations, and spurred economic diversification.
During her tenure as the Chief Legal Officer, she managed all civil and criminal legal matters for the City. She and her team offered legal, business, and strategic counsel to the Mayor, City Council, Redevelopment Agency, North Las Vegas Library District, as well as all official boards, commissions, officers, employees, and departments within the city. She also oversaw prosecution of misdemeanor and infraction violations, including, but not limited to, domestic violence, battery, petty theft, driving under the influence, code violations, and traffic offenses that occurred within city limits. She supervised and managed all litigation and transactional matters handled in-house and by outside counsel, in all aspects of municipal law, such as land use, development, public finance, procurement, labor law, employment law, constitutional law, torts, transportation, public utilities, construction, compliance, risk management, ethics, open meeting law, and public records. Micaela worked to keep North Las Vegas in the strongest possible legal standing, thereby saving millions of dollars for essential services. She actively identified risk-generating activities and found solutions to reduce liability.
Prior to becoming City Attorney, Micaela was a partner at national law firm Fox Rothschild LLP, where she specialized in financial restructuring and bankruptcy, real estate law, business law, and litigation. She represented a diverse clientele of land developers, financial institutions, commercial businesses, business owners, and officers, in varied industries, including real estate, lending, retail, gaming, hospitality, entertainment, manufacturing, solar, and mining. Having worked on some of the largest and highly contested restructuring matters in the state and represented clients in different roles, Micaela has a unique ability to understand and tackle each party’s competing goals to negotiate and implement solutions to get the best outcome for clients as quickly and efficiently as possible.
Micaela earned Bachelor of Arts degrees in Political Science and Broadcast Journalism from the University of Southern California. She earned her Juris Doctor degree from Southwestern Law School. Admitted to the Nevada and California bars, Micaela practiced law for more than 18 years.
Micaela has received numerous awards. She has been named a top attorney several times in the Legal Elite edition of Nevada Business Magazine, Super Lawyers Mountain States Magazine, and ALM’s “Women Leaders in the Law.” She was named a 2015 Rising Star by Las Vegas Business Press. Micaela is also rated AV® Preeminent™ by Martindale-Hubbell, which is testament that a lawyer’s peers rank her at the highest level of professional excellence.
Micaela serves the community through volunteering with the Junior League of Las Vegas and the Children’s Attorney Project through the Pro Bono Project of Legal Aid Center of Southern Nevada. She is on the board of the Southern Nevada Senior Law Program. Micaela is a graduate of Leadership Las Vegas, Class of 2018.
Born in the Philippines, Micaela is pleased to be the first Filipina-American to serve North Las Vegas as City Attorney, as well as City Manager. Her husband is a Southern Nevada native and they have three kids who keep them very busy with their many activities.
Sally Moore, Assistant City Manager
Assistant City Manager Sally Moore brings over 20 years of civil servant experience and leadership to her post as Assistant City Manager at the City of North Las Vegas. Prior to joining the City of North Las Vegas, Moore held numerous leadership positions for the City of Henderson and the City of Bakersfield bringing a wealth of knowledge and experience to her current post in strategic planning, operations, innovation and good governance. She is currently charged with overseeing a variety of high profile departments and initiatives for North Las Vegas including City Communications, IT, Human Resources, Utilities, Public Works, Parks & Recreation as well as the City’s Community Correctional Facility.
Moore originally joined the North Las Vegas team as the Director of Human Resources where a previously outsourced service function of the city was quickly turned into a powerhouse team that provides experience, leadership, and teamwork to the workplace. Sally built this team and continued on to build up other institutional leaders in their craft throughout the city as well. On the heels of her successes and hard work, Sally was promoted to Assistant City Manager and charged with supporting and leading directors of departments and working with City Council to achieve their vision.
Sally is the team lead on exciting initiatives such as evaluating and reworking the approach to Craig Ranch Road Regional Park programming, adding new Parks and Recreation management structures and overseeing the newly developed Communications Team among other citywide priorities and challenges.
Sally is a leader who provides direction, coaching, transparency and accountability. She drives innovation through all levels of the organization, fostering the City’s positive workplace culture, and ensuring department priorities align with Mayor and Council objectives. Her leadership and creative problem solving have helped to further cement North Las Vegas’ positive economic momentum and trajectory as she and her team tackle 2023 with energy and excitement of all the wonderful things to come including more fortune 500 companies breaking ground, new and innovative community programs and offerings taking shape, as well as continued strategic vision taking hold.
Early in her career, Moore worked for Girl Scouts, American Heart Association and other nonprofits that bolstered her love of community service.
She holds a Master of Business Administration from California State University, Bakersfield, and a Bachelor of Science Degree in Business Management from the University of Las Vegas, Nevada. She has been awarded the Young Professional Award from the National Recreation and Parks Association, was inducted into the University of Nevada, Las Vegas Hall of Fame, received the Sylvia Maxson Outstanding Alumni Award, and more! Sally additionally holds several professional certifications and affiliations, which she has received throughout her professional and educational career. Moore is a very active person. In her free time, she loves to volunteer, cycle and run. She has two grown boys and is married to Charles Moore.
Rebecca Gipson, Assistant City Manager
Assistant City Manager Rebecca Gipson is a proud Southern Nevada native. Her grandparents settled in the Historic Westside neighborhood of Berkley Square in the 1940s. Her childhood was formed from humble beginnings but she always aspired for more.
While most adolescents aren’t focused on work, Gipson was beginning her career with the Clark County School District at the age of 16. While attending Southeast Career Technical Academy, she began working at CCSD as a student worker in Human Resources in the Pay Data Department. Upon graduation from SECTA, Rebecca started her over 20 year career at CCSD in the Facilities Department, Superintendent's Office and Communications Department.
Gipson began her career with the City of North Las Vegas in 2017 as Senior Executive Assistant to the City Manager, where she oversaw payroll, HR, scheduling, agreements and contracts, and team engagement. As a trusted and innovative leader, Gipson later was named Chief of Staff serving as a member of the executive team and liaison to the City Manager.
In 2023, Gipson was promoted to Assistant City Manager. She works closely with the North Las Vegas City Council, oversees all executive functions for the City, and manages the Community Services and Engagement, Library, City Clerk, Economic Development and Government Affairs Departments.
While in her 30s and a busy wife, mother, and professional, Gipson went back to school to earn a B.S. in Public Administration from UNLV, graduating with a 3.8 GPA. She has volunteered as a Big with Big Brothers Big Sisters of Southern Nevada and participated in mock interviews at Northwest Career and Technical Academy. As someone who lives with Type 1 Diabetes, Gipson supports the Juvenile Diabetes Research Foundation’s Hope and Health Diabetes Symposium.
A firm believer that “if you can see it, you can be it,” Gipson opens her door as a mentor to team members in the City, particularly women of color who also dream big and see her as an example of what’s possible. She is a strong advocate for diverse representation throughout all levels of government and business.
William Harty, Assistant City Manager
William Harty is an accomplished professional who joined the City of North Las Vegas leadership team in April 2019. Initially appointed as the Director of Finance, he played a pivotal role in overseeing various critical functions such as accounting, finance, budgeting, risk management, payroll, and purchasing.
Recognizing his exceptional skills and contributions, Will was appointed as the Assistant City Manager and Chief Financial Officer in 2023. In this dual role, he continues to bring his expertise to the forefront, contributing significantly to the strategic management and financial well-being of the City of North Las Vegas. His strategic vision and financial acumen have been instrumental in guiding the city towards fiscal responsibility and success.
Will attended Brigham Young University, and earned a Master of Business Administration (MBA) with a focus on Finance, and a Bachelor of Arts degree in Political Science. He also earned minors in Business and Spanish. These academic achievements reflect his multidisciplinary approach to leadership and problem-solving.
His professional journey is distinguished by multiple prestigious designations, including the Chartered Financial Analyst (CFA) and Certified Management Accountant (CMA). These credentials underscore his commitment to excellence and proficiency in the fields of finance and management.
Prior to his role at the City of North Las Vegas, William served as the Vice President of Finance for Brady Linen Services, where he honed his financial acumen. Additionally, he held the position of Corporate Finance Manager at NV Energy, further expanding his experience in the corporate sector.
Beyond his professional commitments, William has been actively involved in the community. Since 2013, he has served as a dedicated member of the Board of Directors at Somerset Academy Charter Schools, demonstrating his commitment to education and community development.
With a track record of success and a passion for both financial excellence and community service, William Harty continues to make a significant impact on the City of North Las Vegas and the broader community.
