Ward 3: Councilman Scott Black
Councilman Scott Black was elected in June 2017 to represent residents of Ward 3 in the City of North Las Vegas.
Black is a native of Southern Nevada. He was born in Henderson and spent the majority of his childhood in North Las Vegas, attending Lincoln Elementary, Jim Bridger Junior High and Rancho High schools.
As a youth, Black was involved in sports, Boy Scouts and student government, serving as senior class president. One of his cherished experiences as a teen was a school trip to Washington, D.C. Early in life, Black developed a love of country and democracy and an appreciation and respect for the delicate balance of government.
After high school, Black attended college for one year, then accepted a call to serve his church as a missionary in Oakland, California, for two years. Upon his return, he resumed his schooling at UNLV and graduated with a Bachelor's Degree in Communication Studies with an emphasis on Public Relations and Advertising. He continued his studies, earning a Master of Business Administration degree from the University of Phoenix.
While attending UNLV, Black began dating Leana Harper, also a native of North Las Vegas and a Rancho High School graduate. The two have been married for almost 30 years and are the proud parents of a daughter, Kallie, who graduated from Shadow Ridge High School and Brigham Young University-Idaho and now teaches elementary education.
Black had a successful, 12-year career with United Parcel Service, working in operations management, human resources and sales. In 2003, Black started his own small business in the City of North Las Vegas, which he continues to run with Leana.
Councilman Black is committed to service in the community and has served for 20 years as a Boy Scout leader. He also is very active in serving as a youth leader for his church. He enjoys camping and hiking with his family, and is an avid bicyclist and vintage Volkswagen enthusiast.
Black is proud to call the City of North Las Vegas his hometown and is excited to serve the residents and businesses of Ward 3.
