American Recovery and Reinvestment Act of 2009 and Housing and Economic Recovery Act of 2008

On February 17, 2009, President Barack Obama signed into law the American Recovery and Investment Act (ARRA) of 2009, also known as the Federal Stimulus Package. The Act is a sweeping economic stimulus bill that provides resources to various programs and other efforts with the purpose of reinvigorating the nation’s economy. 

ARRA focuses on key areas that will create jobs and stabilize the economy. The priority areas include health care, energy, infrastructure, transportation, education, affordable housing, economic development, and public safety. 

The ARRA website provides a list of funding opportunities. City staff is monitoring the website for potential funding prospects for the City of North Las Vegas. To learn more about the funding opportunities, visit the federal ARRA website (www.recovery.gov). 

Neighborhood Stabilization Program (NSP)

The Neighborhood Stabilization Program (NSP1) was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and rehabilitation of foreclosed and abandoned homes, the goal of the program is being realized. NSP1, a term that references the NSP funds authorized under Division B, Title III of the Housing and Economic Recovery Act (HERA) of 2008, provides grants to all states and selected local governments on a formula basis.

The second phase of this program is called NSP2, a term that references the NSP funds authorized under the American Recovery and Reinvestment Act (the Recovery Act) of 2009 that provides grants to states, local governments, nonprofits and a consortium of nonprofit entities on a competitive basis. The City has been issued funds for NSP1 which is listed below and has applied for funds for NSP2 in a joint consortium with the other local entities.

The funding opportunities chart provides a list of known and potential ARRA Funding for the City of North Las Vegas and the State of Nevada as a whole. Funds are distributed on a formulaic basis or through a competitive process. This chart will be updated as other opportunities that benefit the community are identified and funds secured.
